The City of Masks

In Volanta it is illegal to go without a mask in public. Masks are assigned at birth and cannot be changed. Someone has been swapping people's masks in the night — servants wearing noble masks, criminals in scholar masks — and the social order is unraveling as people act according to their new masks. The party investigates what seems like a prank and finds it is the opening chapter of a revolution.
