Brotherhood of the Closed Eye

The Brotherhood is a social club for the city's elite that supposedly doesn't exist. The party discovers evidence it does when one of its members, dying, tries to confess something and is silenced before finishing. The Brotherhood's membership includes every judge, every senior guard officer, and the head of every major guild. The party must infiltrate an organization that controls the institutions they would normally use to investigate it.
